General Prosecutor Office of Ukraine conceals corruption scandals in the Government

A Special Commission (SC) of the Ukrainian Parliament, which was created to verify facts of financial fraud in the state sector of economy, released an interim report on the results of its investigation. This was announced by a member of SC, a MP Mr. Vitalii Kuprii, the Deputy Chairman of the Committee on legislative support of law-enforcing activities. The fraud allegations were raised by the State Financial Inspection of Ukraine (SFI) earlier this year.

Last month SC conducted a number of hearings and questioned representatives of a number of state enterprises including PSC “Ukrgazvydobuvannya”, PJSC "Ukrtransgaz", JSC "State Food and Grain Farming Corporation of Ukraine», PSC «Agrarian Fund", etc. The hearings addressed the issues of overpriced goods and services purchasing, fraud with insurance payments and securities transactions, and many other corruption schemes which involved current high-ranked government officials.

According to SFI, the current Head of the National Bank of Ukraine and President Poroshenko’s protégé Mrs.Valeria Gontareva contributed to the loss of over 2 billion hryvnia public money by PSC "Agrarian Fund". Allegedly in February, 2014 (during the Maydan tragic shootings) Mrs. Gontareva deposited those funds with her “BrokbiznesBank”, where 10 days later a temporary state administration was introduced and in June the bank got bankrupt.

The parliamentarians pay a particular attention to the analysis of the corruption schemes within SE JSC "Ènergoatom", where the money spent annually on Toyota Camry vehicles maintenance and service exceeded the cost of a new car twice as much. The above corruption deal is allegedly organized by a MP Mr. Mykola Martynenko, one of the leaders the "Narodny Front" political party and a close associate of the Prime-Minister of Ukraine Mr. Yatsenyuk.

Despite these crying facts of the state property theft, the General Prosecutor Office refused to cooperate with the Special Commission and concealed important information related to the corruption crimes in the state enterprises. Moreover, the first Deputy Prosecutor General Mr. Guzyr contradictory claimed in the Parliament that the facts of the government corruption were not confirmed at all.

The above mentioned indicates that the General Prosecutor Office deliberately sabotages the Special Commission’s activities and conceals the crimes of both Azarov (ex-Prime-Minister) and Yatsenyuk Governments. To receive the information on the opened criminal proceedings Mr. Vitalii Kuprii filed a lawsuit against General Prosecutor of Ukraine Mr. Shokin.

The Special Commission also took a decision: “Unless the General Prosecutor Office changes its attitude towards cooperation with the Parliament by the end of May, they will have to raise a question of Mr. Shokin’s resignation.”
